1. Background

The Eastern Partnership (EaP) Network is committed to strengthening civil society and advancing sustainable development across the Eastern Partnership region. To enhance financial sustainability, diversify funding sources, and strengthen strategic partnerships, the Network seeks a consultant specializing in resource mobilization and partnership development. The consultant will provide strategic and practical guidance on securing institutional and private funding, as well as cultivating sustainable partnerships with key stakeholders who support the Network’s mission.

2. Objective of the consultancy  

The primary objective of this consultancy is to develop a practical and goal-oriented resource mobilization and partnership strategy for the EaP Network. The consultant will provide expert guidance on donor engagement, sustainability strategies, and capacity building to strengthen the Network’s ability to secure financial sustainability through institutional and private sector partnerships.

3. Scope of work

The consultant will undertake the following activities:

  • Assessment of current resource mobilization and partnership practices  
  • Review existing resource mobilization efforts, donor relationships, and financial sustainability mechanisms within the EaP Network.
  • Identify strengths, gaps, and opportunities for sustainable funding and partnership development.
  • Analyze trends and best practices, particularly successful models involving Swedish organizations.
  • Identify key Swedish and EU stakeholders that align with Network’s mission and funding priorities.

3.2 Development of a tailored resource mobilization and partnership strategy

  • Design a practical, goal-oriented resource mobilization strategy that reflects the EaP Network’s mission and sustainability priorities.
  • Define clear objectives, target financial sustainability sources, and actionable steps for securing institutional and private sector partnerships.
  • Develop engagement strategies for institutional partners (e.g., government agencies, international donors) and private sector contributors (e.g., foundations, corporations, individual supporters).

3.3 Strategic and practical guidance on resource mobilization

Provide recommendations and tools for:

  • Navigating institutional funding processes, including proposal development guidelines, compliance, and reporting practices.
  • Engaging private sector partners, including corporate sponsors and philanthropic foundations.
  • Advising on building strategic partnerships that contribute to financial sustainability.
  • Develop tools and templates (e.g., donor mapping, partnership engagement plans) to support ongoing resource mobilization efforts.

3.4 Capacity building: Training workshop

Deliver an interactive training session for the EaP Network.

Training topics may include:

  • Building effective partnerships: Ensuring equitable and transparent collaborations.
  • Resource mobilization approaches: Identifying opportunities, engaging stakeholders, and structuring engagement strategies.
  • Innovative and cost-effective methods: Leveraging digital tools, social media campaigns, and sustainable contribution models.
  • Provide post-training resources to support practical implementation.

3.5 Monitoring and evaluation (M&E) framework

  • Develop an M&E framework to assess the effectiveness of the resource mobilization strategy.
  • Include key performance indicators (KPIs) to measure partnership growth, sustainability outcomes, and capacity building impact.

4. Deliverables

  • Assessment report of current resource mobilization mechanisms, including key gaps and opportunities.
  • Resource mobilization and partnership strategy, incorporating recommendations and an actionable implementation plan.
  • Practical resource mobilization and partnership tools and templates (e.g., donor mapping templates, partnership engagement plans).
  • Capacity building training materials aligned with the strategy and tools.
  • Post-training support materials to facilitate strategy implementation.
  • Final report summarizing key findings, activities, and recommendations, including lessons learned and suggested next steps.

5. Qualifications and experience

  • Proven experience in developing resource mobilization strategies.
  • Strong understanding of institutional and private funding landscapes.
  • Familiarity with Swedish and EU donor organizations and funding mechanisms.
  • Experience working with organizations in the Eastern Partnership region is an asset.
  • Excellent facilitation and training skills.
  • Strong analytical and strategic thinking abilities.

6. Timeline

The consultancy will take place over a 2-month period between May and October 2025, with key milestones as follows:

Weeks 1-2: Assessment of current resource mobilization and partnership practices and initial consultations.

Weeks 3-4: Development of the resource mobilization and partnership strategy, tools, and templates.

Weeks 5-6: Capacity-building training and refinement of strategy, tools, and templates based on feedback.

Week 7: Development of post-training support resources and preparation of the final report.

Week 8: Submission of the final report and delivery of the final presentation to key stakeholders.

7. Reporting and communication

  • The consultant will report to and maintain regular communication with the EaP Network team.
  • Bi-weekly progress updates will be provided in alignment with the key milestones outlined in the timeline.
  • Bi-weekly check-in meetings will be held to review progress and address any challenges.
  • Communication will be conducted through email and video calls or in-person meetings, if the consultant is based in Stockholm.
  • A final presentation summarizing key findings and recommendations will be delivered to key stakeholders at the end of the consultancy period.
