Description of concerned activities
The intersection of the Rights-Based Approach (RBA) and Market Systems Development (MSD) offers an opportunity to create inclusive, sustainable economic growth that upholds human rights and promotes equity. However, development practitioners, policymakers, and private sector actors often struggle to integrate RBA principles such as participation, accountability, non-discrimination, and transparency into MSD frameworks.
ForumCiv invites qualified consultants or firms to submit proposals for a consultancy to undertake market actors mapping, identify opportunities and gaps at the community level, and assess organizational capacities to integrate Rights Based Approach in the fodder and tourism sectors across select sub-counties in Narok, Nakuru, and Kajiado. This consultancy is part of the Promoting Productive Decent Employment Programme (PPDP 2.0), which integrates Market Systems Development (MSD) with the Rights-Based Approach (RBA) to foster inclusive and sustainable livelihoods.
Assignment
Objective of the Assignment
To identify and assess the capacity of market actors in the target regions to engage in inclusive economic transformation, and to inform intervention strategies that align with the PPDP 2.0 integration of the Rights-Based Approach (RBA) to Market Systems Development MSD framework.
Assignment purpose, aims, and objectives
- Review existing ForumCiv Organisational Capacity Assessment (OCA) tools, adapt them to the assignment and recommend improvements
- Map key Market actors in Narok & Nakuru Counties in the Fodder sector (Producer groups, cooperatives, CBO) in Narok East, Narok South, Njoro, Rongai, Kajiado Central and Kajiado East Sub-counties.
- Map Key actors in the Tourism Sector in Narok & Nakuru counties CBTOs, CBOS) with a focus on Narok North, Narok West, Naivasha, Nakuru City and Kajiado South
- Conduct a participatory organisational capacity assessment of selected market actors, i.e., cooperatives, CBTOs, producer groups, SMEs, and CSOs within the fodder Sub-sector and Tourism Sector.
- Analyse power dynamics, inclusion gaps, and engagement potential of actors in market governance and economic co-creation.
- Provide recommendations for enhancing actor participation, capacity, and accountability in line with RBA and MSD principles.
Scope, Focus and Limitations
The assignment includes, but is not limited to:
- Desk review of previous studies, value chain analyses and existing policies and strategies in the fodder & Tourism Sectors.
- Identification and Profiling of Market Actors, including assessment of organisational institutional capacity gaps, potential areas of strengthening.
- Design and application of MSD-RBA-aligned capacity assessment tools.
- Field data collection and stakeholder consultations
- Rights-Holder Inclusion Analysis of Youth, women and marginalized groups.
- Validation of findings through stakeholder workshops.
Deliverables
- Inception Report with methodology and tools.
- Draft Mapping and Capacity Assessment Report.
- Final Consolidated Report with actionable recommendations.
- Stakeholder Presentation (physical or virtual).
Time scope
ForumCiv has estimated that the volume of the assignment is expected to be completed within 8 weeks from the date of contract signing.
Consultant Requirements
- Individuals/Firms with over 5 years of experience in Market Systems Development and/or value chain analysis.
- Consultants/associates with a minimum qualification of a bachelor’s degree in relevant disciplines.
- Strong grounding in Rights-Based Approaches, social inclusion, and participatory assessments.
- Experience working with community-based Market actors in Kenya’s agriculture and/or tourism sectors.
- Languages: Fluency in English, Swahili.
- Excellent analytical, facilitation, and report-writing skills.
