Swedish Partnership Programme

ForumCiv's largest programme, The Swedish Partnership Programme, aims at strenghtening civil society actors as agents of change in over 70 countries.

Change begins with people. People who raise their voices, who work together and who organize to demand democracy, equality, accountability and human rights for all. That is why ForumCiv for over two decades have supported civil society organizations who mobilise people and popular movements in over 70 countries.

Swedish organizations can, together with one or multiple local partner organizations, apply for grants from the Swedish Partnership Programme to strengthen partnerships and together implement effective and equitable development work. Partnerships financed by the Swedish Partnership Programme should always be based in a rights-based approach and be relevant for the Swedish Partnership Programme's theory of change. The civil society support provided by ForumCiv shall contribute to the Swedish government's civil society organization strategy (available in Swedish) and is expected to contribute to strengthening the capacity of civil society actors, and the civic space.

Sida terminates the agreement with ForumCiv as per December 31st, 2024

In light of Sidas decision to terminate the agreements with the Strategic Partner Organisations (SPOs), including ForumCiv, as per December 31st, 2024, ForumCiv will not be able to assess any applications during 2024.

The agreements are terminated for Sida to be able to decide on what organisations will be new SPOs as per January 1st, 2025. The current SPOs will need to re-apply for SPO status. Organisations in developing countries will be able to apply as well. 

We will update any information on the web page if the circumstances regarding assessment of applications changes.

Read this before you apply

There are some steps that you need to complete before being able to send in an actual application to the Swedish Partnership Programme. The steps are to ensure that your organization fulfil ForumCiv's eligibility and membership requirements and that the application you submit is relevant for the Swedish Partnership Programme.

The process can take some time, so plan ahead to ensure that your potential project is given as good conditions as possible.
Note that you will find this information in detail in the Procedures Manual for Partners.

  1. You have read and understood the requirements under "Before applying for funds" in the Procedures Manual for Partners. 
  2. You are a member of ForumCiv OR have applied for membership by the time of a pre-registration window. 
  3. You are eligible to apply for funds OR have applied for eligible by the time of a pre-registration window.
  4. You register for an application window during the pre-registration window.
  5. If you pass the pre-registration assessment you submit an application during the forthcoming application window.
Application windows

SPP's April window

  • Organisations that seek to apply for the April window register their intent in ForumCiv's grant management system Civis during the pre-registration window between 1/1 2024 and 1/2 2024. 
  • The actual application is submitted between 25/3 2024 and 1/4 2024.
  • The April window is open for Partnership Pilot Funding and Medium Partnership Funding with intended start June-July 2024.
  • Advise SPP's Procedures Manual for details on the application process and for recommendations on how much your organisation can apply for. 

SPP's October window

  • Organisations that want to apply for the October window register their intent on ForumCiv's grant management system Civis during the pre-registration window between 1/5 2024 and 1/6 2024.
  • The actual application is submitted between 24/9 2024 and 1/10 2024.
  • The October window is open for Partnership Pilot Funding and Medium Partnership Funding with intended start in January 2025.
  • Advise SPP's Procedures Manual for details on the application process and for recommendations on how much your organisation can apply for.

When your project is granted you will sign an agreement with ForumCiv before you requisition funds, i.e. request disbursement of your grant. If you wish to make changes to an on-going project and agreement this needs to be approved beforehand by ForumCiv. Contact ForumCiv in good time before you want to make changes.

Agreements between Swedish organizations and ForumCiv

The following agreement documents together with initiative specific documents makes up the agreement between Swedish organizations and ForumCiv. The following agreement documents between Swedish organizations and ForumCiv are always in Swedish.

Agreements between Swedish and local partner organizations

Swedish and local partner organizations must enter into agreement before funds can be transferred from the Swedish organization to the local organization. A copy of the signed agreement between your organizations must be sent to ForumCiv within one month of signing. The agreement must follow the agreement between ForumCiv and the Swedish organization. Below you will find the required agreement documents in English, Spanish and French.

Requisition documents

Granted funds must be requisitioned before the end of each calendar year according to the approved budget.

The following forms must be filled in and sent to ForumCiv in order for your organisation to receive funds. ForumCiv must always be informed if there are updates to the information in the forms.

Programme Guide

After the implementation process has ended it is time to report your project to ForumCiv. If the project has run for longer than 18 months your organization is required to submit an annual report as well before the project has ended. The dates for submitting your annual and final report can be found in your agreement with ForumCiv. Reporting is an important part of your project. Incomplete and/or delayed reporting can lead to ForumCiv requiring reimbursement of the grant or parts of the grant.
